01 About the STRA Act 2024
Short-term rental accommodation in Western Australia is regulated under the Short-Term Rental Accommodation Act 2024 (WA) ("STRA Act") and the accompanying Short-Term Rental Accommodation Regulations 2024 (WA).
A state-wide STRA Register administered by the Department of Energy, Mines, Industry Regulation and Safety (DEMIRS) commenced on 1 January 2025. Under the STRA Act, unhosted short-term rental accommodation properties (properties rented for periods of less than three months where the owner is not present) must be registered on the STRA Register. Hosted STRA is subject to separate provisions.
The STRA Act sets out a range of ongoing obligations for registered persons, including compliance with the STRA Code of Conduct, insurance requirements, safety and amenity standards, complaints handling procedures, and record-keeping requirements. Substantial penalties apply for non-compliance.

↑ Back to top02 The property owner is the registered person
Under the STRA Act, the property owner (or the owner's authorised nominee) is the registered person. The registered person is the party who bears statutory responsibility for:
- submitting and maintaining an accurate registration on the STRA Register;
- displaying the STRA registration number on all listings, in the manner required by the STRA Act and by the hosting platform;
- complying with the STRA Code of Conduct and all applicable safety, insurance, and operational standards;
- responding to complaints in accordance with the prescribed procedures;
- maintaining prescribed records and providing them to the regulator on request;
- notifying the regulator of any change in circumstances that affects the registration.
Any statutory penalty or infringement notice issued under the STRA Act for non-compliance is issued to and enforced against the registered person, not against a management company acting on the registered person's behalf.
↑ Back to top03 Artelier Residence's role and limitations
Artelier Residence provides short-term rental accommodation management services to property owners. Where our engagement includes STRA compliance support, our role is to facilitate and administer obligations on the owner's behalf. This may include:
- preparing and lodging the STRA Register application;
- maintaining the registration and preparing renewals;
- configuring listings on hosting platforms to display the STRA registration number;
- monitoring ongoing compliance with the STRA Code of Conduct, safety standards, and insurance requirements;
- administering the complaints handling process;
- keeping the records prescribed under the STRA Act.
Our facilitation of these tasks does not transfer statutory responsibility to Artelier Residence. The owner remains the registered person and remains legally accountable for compliance under the STRA Act.

↑ Back to top04 Local government planning approvals
Registration on the STRA Register does not, of itself, authorise the use of a property for short-term rental accommodation. Depending on the property's location, zoning, and ownership structure, additional approvals may be required from the relevant Local Government Authority ("LGA") or from a strata company or community corporation. These may include:
- a development approval or change-of-use approval under the LGA's local planning scheme;
- a specific STRA planning permit where the LGA has adopted an STRA-specific local planning policy;
- strata by-law compliance and, where required, strata company consent;
- compliance with any restrictive covenants attached to the property title.
Planning requirements vary significantly between LGAs. The City of Perth, City of Vincent, City of Stirling, City of Fremantle, City of Nedlands, Town of Cottesloe, City of Joondalup, and other metropolitan councils each apply their own local planning policies to STRA use, and these policies are subject to change.
As part of our onboarding process, Artelier Residence conducts a Council Pre-Confirmation check with the relevant LGA to identify the applicable requirements and any obvious barriers to STRA use. This check is a preliminary indication only. The final planning approval status of a property is the owner's responsibility and is subject to the LGA's independent assessment. Artelier Residence does not guarantee that any property will be approved by the relevant LGA for STRA use, and we do not warrant the outcome of any planning application.
↑ Back to top05 Revenue projections and performance estimates
Artelier Residence provides revenue projections, occupancy estimates, and comparable performance data to prospective and current clients through several channels, including:
- the "What could your property earn?" projection tool on our Website;
- the Perth Landlord Report and other marketing publications;
- consultation meetings, written proposals, and Owner Management Agreement schedules;
- ongoing owner reporting during the engagement.
All such projections and estimates are indicative only and are prepared using historical market data drawn from third-party sources including AirDNA, AirROI, Airbtics, the Real Estate Institute of Western Australia (REIWA), and comparable-property performance analysis. While these sources are the best available at the time of preparation, they are supplied by third parties and Artelier Residence does not warrant their accuracy, completeness, or currency.
Actual revenue, occupancy, and yield outcomes depend on a wide range of factors, many of which are outside Artelier Residence's control. These include, but are not limited to:
- the condition, presentation, and furnishing standard of the property;
- prevailing market conditions, competitor supply, and seasonality;
- the pricing strategy applied and the owner's flexibility to accept dynamic pricing recommendations;
- changes to hosting platform algorithms, ranking factors, and fee structures;
- guest behaviour, cancellations, and review outcomes;
- regulatory changes at Commonwealth, State, or LGA level;
- economic conditions, interest rate movements, and consumer sentiment;
- force majeure events, including public health measures, natural disasters, and travel restrictions.
Past performance is not a reliable indicator of future performance. No projection, estimate, or forward-looking statement provided by Artelier Residence constitutes a guarantee, warranty, or promise of any specific revenue outcome. Owners should not make investment or property acquisition decisions in sole reliance on projections provided by Artelier Residence and are encouraged to obtain independent financial advice.
